Message from the Desk of Chairman

Childhood forms the stepping stone of every being and further mirrors the way any particular society evolves. It forms the foundation of every person’s existentialism thereby making its soundness most imperative for individual liberation and enduring peace. To quote Mahatma Gandhi, our revered father of nation, would be most appropriate,

"If we are to teach real peace in this world……we shall have to begin with the children"

Of late, childhood in India is being confronted with numerous problems encompassing the whole spectrum of age, caste, religion and most importantly gender. Adopting a right based perspective; government has enacted several laws addressing the concerns of early childhood and its related issues. The laws like Juvenile Justice (Care and Protection of Children) Act, 2000, Protection of Children from Sexual Offence Act, 2012, the Child Labour Act, 1986 etc. work as signpost to all government policies and programmes in consonance with the Constitution of India and also the UN Convention on the Rights of the Child.

I believe that the experience that I have gained over my 37 years of judicial career, including my stint at High Court of Judicature at Allahabad, will help me in guiding this committee in the right path. I have been associated with issues related to child rights and therefore, in my view, it is of paramount importance to address child related problems as it is afflicting the most crucial part of our lifetime. The principle of universality and inviolability of child rights, which is being emphasized by the committee, also forms the core of my belief.

In spirit of above, I hope this committee will facilitate the public at large and perform the work entrusted to it. The committee is dedicated to maintain a smile on every child’s face.
