About the Organisation

The Juvenile Justice (Care and Protection of Children) Act, 2000, a Central Act, has come in to force with effect from 1st April 2001. The act was amended in 2006 and published in official gazette on 23rd August 2006, Government of India with the intention to provide for better implementation and administration of the provisions of the above said act have formulated Juvenile Justice (Care and Protection of Children) Rules 2007.


Rule 91 of Juvenile Justice (Care and Protection of Children) Rules 2007 provides that State Government shall constitute a Selection Committee by notification in Official Gazette, for a period of five Years, consisting of seven members, namely-


⦁ A retired Judge of High Court as the Chairperson;

⦁ One representative from the Concerned Department of State Government not below the rank of Director as Member- Secretary;

⦁ Two representatives from a reputed Non Governmental Organisation, working in the area of child welfare;

⦁ Two representatives from academic bodies concerned with social work, psychology, sociology, child development, education, law, criminology and with experience of working on children’s issues; and

⦁ A representative of the National or State Human Rights Commission or, National or State Commission for Protection of Child Rights or, National or State Commission for Women.


The Hon’ble Governor of Uttar Pradesh, His Excellency Ram Naik, by the Notification No. 15/2015/692/60-1-15-13(102)01 Department of Women and Child Welfare Section 1 dated 20th May 2015 appointed the said Selection Committee under the chairmanship of Justice Yogesh Chandra Gupta.


The Juvenile Justice Selection Committee shall appoint the following Committees and Boards in the State of Uttar Pradesh-


⦁ Child Welfare Committee in each District.

⦁ Juvenile Justice Board in each District.

⦁ State Advisory Board.

⦁ District or City Level Advisory Board in each District.

⦁ State Inspection Committee &

⦁ District or City Level Inspection Committee in each District.


The Juvenile Justice (Care and Protection of Children) Act, 2000 enumerates, that in event of any complaint against a member of the Board or Committee, the Juvenile justice Selection Committee shall also hold necessary inquiry and recommend termination of appointment of such member to the State Government, if required.
